Bullying is becoming an increasingly serious problem in this country. Some schools are now implementing "no bully" programs or zero-tolerance policies in the fight against bullying. Kids torment other kids all the time, in one form or another, but it does not mean that we should tolerate such behavior...and I think the best way is still through education. Teach kids that bullying is "uncool", and that violence is never the answer to a problem. Perhaps some parents should take on further education on this as well.
There are many researches done on this topic, even documentaries.

听上去很泄气, 是不是? strategy 很重要. 得先搞定.
