I already live in a new towmhouse for 1.5 years, and I plan to live here for another 3 years, then buy a single house.

Now my neighbor asks me to share water guide, the total price is $440. The problems are: (1) because I plan to live in here for only 3 years, is it necessary to have a water guide? (2) this neighbor only share entrance with me, not drive way. So, is it better share water guide with drive way side or with entrance side?
