We also had 2 inspections on 2 houses that have finished basements, but the inspector didn't ask for the certification. He basically check the wiring box and make sure it looks ok. The agent told us most house owners won't have permit for basement because that will increase the property tax a lot, so agents usually won't ask for that.
I did find that the inspectors referred by agents are usually less "strict" though, but if you like the house you want to buy the house..and you can fix minor things later.
