You can shift into N while in gear, because you are coming from tooth gear into no tooth, controlled motion gears into nothing.
While you are pressing the gas, the gears are moving faster bitting onto the tooth hard, then its harder to let go and shift into N.
But make it a habit pressing clutch when shifting, its better for your gear box. Because the odd chance the tooth might get caught while leavening gear and cause the gears to grind.
