No! you don't need to add soil every year. Soil should be added as needed. The bulk top soil you buy usually has weed seeds, you will guarantee a big weed problem if you do that every year. Add soil when your lawn has very thin soil, you have a thatch problem.
When seeding a thin spot, add a little soil helps. But other than that I don’t see a need for it.
Some “organic fanatic” against use any chemical fertilizer, but they still want a lawn. Our lawn is not a natural “organic” grass land. It wouldn’t survive without fertilizing. So they have to add composts or top soil every year. It costs more and lot of work.
If you want a better lawn than average, one more thing you can do is water it. You can water it once for two hours per week if there is no rain. You water bill will go up for sure.
