“The poll is considered accurate to within three percentage points, plus or minus, 19 times out of 20. The margin of error is higher for regional breakdowns.”

The statistic result is considered good by the following standard:
(1) Margin of error: 3%(+3% to -3%)
(2) 19 times out of 20: there is a probability of 95% that any particular measurement will be in this range

If you break down the result to regional level (maybe from country level?),the margin of error will be bigger than 3%.
