Do you know lots of people are struggling the life for $7/hour hard working. You would not know many people will be survived with $400, even less. $400 is huge amount money! City hire people to open the garabage one by one, they might not find anything for one day. I would like to say they are not doing the effective work and abuse the money!

She could have arranged other ways to repay the fine with the city, like community service, but it's up to her and the city. What you sounded like was that it was wrong to give her the fine at all, that I disagree.

There are always other ways to pay the fine. So now you don't dispute that it was wrong to fine her le? Now you are debating on the actual AMOUNT of the fine le? What exactly was your discontement?

$400 may be a large amount for her, but may not be for others. The GTA has set an aggressive goal to reduce garbage and litter by 50%, on top of harsher punishments, the city is also putting tons of more garbage bins, has started "adopt-a-bin" program and more publicity in garbage reduction and recycling.

乱扔垃圾不对，惩罚也是应该的。不过惩罚的方式可以灵活些，比如受罚人可以选择罚款$400或者义务劳动 100小时。

The city might have many ways to punish the woman, like doing picking up/collecting garabage for 2 hours. It is even better than paying fine!

也许不同地段乱扔罚的钱不一样,像停车那样,她恰好扔在了一个罚款最高的地段,city做的没有什么错啊

她应该感到庆幸才是,试想要是有谁被她的垃圾绊倒受伤,或者她是住在高层apartment,也是为了方便就把垃圾从阳台扔下,估计罚得就更多了

我贴这个帖子的目的是说罚款高。特别是罚款是在无意识中的一些生活陋习。最有比较性就是Parking/Tow car! 我相信，我们这里很少有人是知道停车要付费的，而去赌没人来查，拒绝付费吧。
