I would make sure I won't litter anymore.

That's exactly what happened with my speeding problem. Final draw was that I once got 3 tickets at once, total to $660: one for tailgating, one for passing from right hand side, one for speeding. I paid the speeding ticket and fought and won the other two. Since then I have hardly ever sped again, well once later, but it was all la 8's fault.

She could have arranged other ways to repay the fine with the city, like community service, but it's up to her and the city. What you sounded like was that it was wrong to give her the fine at all, that I disagree.

actually, one of my formal co-worker was caught one time, it was in front of our office building. We all made fun of him. I believe, that is more practical!
