Most rust is from inside out. If you see the paint bubbling it already rust through. Nothing you can do to fix it.Unless you like to cut it out and replace a piece of metal. Spray rust proof oil (rust check in walmart) may slow it down a bit.

If you do not wanna do yourself and your car is not really old, you might try mendas toyota. The bodyshop is very good. They even warrantee their body work in several years if there is any problem, as long as you still own the car.
