我的地下室暖气风门全关，还是13度左右，最寒冷的是时候也没低过10度。楼上是控制在21度。 我想要地下室温度再低点，但是做不到。

I guess yours is not a walk-out basement. With heating vents open normally, the lowest could be 10 degrees in the walk-out basement while the temperature at the main floor is 21 degrees.
