One of my friend's empty house on last winter the heat broke down, only two weeks later, when she go check she found her basement was full of water and ice, because the pipe already broke because the cold.

Don't forget Ottawa's coldest winter could goes to -30°, so keep it at 15° is reasonable.
Otherwise, you DO need to burn your money for fixing your ‘swimming poor’ or ‘hockey arena’ in basement after the winter. |

I believe most houses’ thermometer is on the first floor, which shows the family or living rooms’ temperatures, normally it is higher than in basement, and basement has less heating supplies.
If you are sure that the temperatures of every corner (especially close to exterior wall) in your basement are above 5°c when you set your thermometer at 5°c on the first floor, then go ahead, set it as 5°c, definitely save money and energy. Otherwise, think about 15°c, to be sure. |
