第二条无法置评，第一条实在不能同意。为人类的环境做出贡献是一件应该的事情。美国不同意，不能说是正确的，也不能说同意的国家（包括加拿大）都是冤大头。更何况，当年Clinton是同意的，Bush出于自己的集团利益否定了这个协议。中国作为一个发展中国家，是不受第一阶段协议制约的。
加拿大就是这样，总有其他的声音。至于钱从哪里来？可以对大排量汽车征收特殊的附加税等等，不一而足。任何一项措施政策都是有代价的。

京都议定书一出来，世界国家就自几分了几个阵营。
一个是加拿大和欧洲这种“好人”国家。一个是美国那种“自私”国家。一个是中国那样不受管，也不谴责人家的中立国家。
从长远利益看，签订是好的，但是经济一定受影响，bush本来就是个鼠目寸光的人。
