My parents are using VOIP phone in vancouver, the reception is quite clear, can hardly tell between landline and VOIP. They are using zingotel.com, only USD $6/mth.

I think the VOIP technology has improved a lot over the past years, you should see more and more competition coming out soon. There are many companies that offer under $10/mth plan...
