Would you give a complete background info so others could give you some suggestions?

My understanding is, a sponsorship application was sent to Missisauga. When it was approved, the immigration application was transferred to Beijing for processing.

Where is the applicant now then? Is he/she in Canada? It sounds it is a yes. Then why apply for "outside of Canada"?

At least I could not figure it out.

The exam forms sent to you should have some info already filled in there, such as Name and Client ID and the return address.
