我不会捐给美国的红十字会。 他们的CEO年薪65W,美国的红十字会OVERHEAD 20-30%,还有其他开支。 中国的应该会好点。看过文章说，国外的红十字会会RESERVE 20%-30%for the management fee，虽然可以理解，可是在目前情况下，还是觉得直接捐给国内的红十字会最好。

建议捐款不要捐给中国以外的红十字会,以往发生过海外华人把捐款寄给美国红十字会，他们在把钱转交给中国时又附加了改善人权等政治条件。

所以请大家尽量把钱直接给自己人。给中国红十字，中国同乡会，校友会或中国领事馆。数据是2003年的，forbes上的统计20%的说法也来自这里：世界论坛网

Yes and No. 上文的concern的确存在，但如果我们华人都不在红十字会捐了，其中一个可能的负面影响是，误认为连华人都对此冷淡，那么主流社区的捐款也可能会冷淡。希望华人社团能以一定的方式参与、帮助加拿大红十字会的募捐活动，以影响其捐款的使用方向和运作。

Relief goods, including 800 tents, 30,000 quilts, 464,000 kilograms of food, and 2,000 shelter tarpaulins, will be provided to survivors in Qingchuan, a quake-affected county where World Vision has a community development program. The goods will be purchased in-country and distributed by World Vision's local staff and relief teams.

Additionally, 100 hygiene kits consisting of soap, towels, and toothbrushes will be provided to survivors living in temporary shelters.

"This earthquake has affected thousands of people in Sichuan province," said Victor Kan, World Vision's emergency response director in China. "There is no time to lose. World Vision is focusing on saving the lives of survivors."

而且，捐钱给加拿大的红十字会，可以拿到供退税用的收据。如果直接捐给中国的红十字会，就可能得不到退税了。
退税是加拿大政府给慈善捐款人的补偿。每年初报税的时候，应该填上。这是一笔不小的补偿。千万别忘了。

I don't care about tax return. I care about how much of my donation is delivered to those victims. Therefore, I prefer donate directly to Chinese red cross.

P.S. If some organizations keep the donation and ask for human rights, they have no human rights at all. All the donations are for those victims, not for political purpose!

同意你的第2点。建议华人报纸的记者直接打电话给他们，表达华人社区捐款在这方面忧虑，让他们澄清。这是加拿大的游戏规则，我们要学会，否则以后每次都不好用加拿大的慈善机构，这次解决了，以后也好用。送达时间的问题也让他们澄清。不能老是回避问题，它不好，你就老是绕开。要主动施加影响，用加拿大的游戏规则来玩。你捐款，你是BOSS！

报税的确不是个大问题。

他们想得太多，也太累，中国会发布专用的救灾帐户，直接捐过去就行了。

This is an old news. But such things are still happening. Remembered a charity bookkeeper in Toronto put the fund/donation into his own pocket. People just want to be sure the money they donated are delivered to the right place.

If China don't accept foreign donations (it happeded before), or if the charity orgnizations play politically, or if the total donation over the limits they set, your donation may never be delivered.

I donated through Canadian Red Cross, never received such statement as mentioned in the above link. They email a tax receipt through email, and a web page confirmation. That's it.

Someone wrote to Red Cross, and got response from them:

up to 15% is not high, as you may denate 15-29% higher than you planned, and the tax benefit is 15% (<$200) and 29% above $200 portion, so we do not lose any money -- government collest less tax to pay the Red Cross. It is the other questions that are of some concern.
