Priority number 1: This is a RESCUE OPERATION. That is, save as many lives as possible.
.....Priority N: Restore train operation, but only after ascertaining there are no more survivors found and all the dead bodies have been removed and total number of passengers have all been accounted for.
Actually in any aircraft accidents (I think it applies to train accidents too.), rescue, secure accident site (and not any personnel touch any pieces of wreckage unless it is for rescuing) until nationally appointed accident investigators arrive. All should be done by local police until national authority is on the scene.
I wonder who gave them order to move the train segment?
