Canada is not based on 人治。So to large degree, it is the policy to blame. But 官员确实也存在问题。

I fully support multiculturalism. The policy defining what the government should do in order to promote M C is where the debate is: specifically the immigration policy and how it should be executed. So if you say it is the policy to blame, you are partially correct but the bureaucrats behind it bear a lot of blame.

M C is a good thing, but needs to have some bottom line. Some culture is dangerous to this society. The policy did not make it clear. So still policy needs to be changed. But I agree, bureaucrats are also not doing a good job. Don't they have some common sense?!
