HIGHWAY TRAFFIC ACT 168(B)
168. When on a highway at any time when lighted lamps are required to be displayed on vehicles, the driver of a motor vehicle equipped with multiple beam headlamps shall use the lower or passing beam when,
(a) approaching an oncoming vehicle within 150 metres; or
(b) following another vehicle within 60 metres, except when in the act of overtaking and passing. R.S.O. 1990, c. H.8, s. 168.

请问大字部分的意思是说可用highbeam吗?
“except when in the act of overtaking and passing.”
It's not like they're saying you HAVE to have your high beams on while you pass another vehicle, only that you're allowed to if you need them. A passing driver has the right to see ahead... You would only have your high beams on when you are in the act of overtaking and passing, not behind them (i.e. you're already in the lane next to them. They can't see you in their rear view mirror. The high beams will only be in the lead car's side mirror, which isn't a big deal for the few seconds you will be in that spot.)
