if both of you study or work full time, then yes. but you can get the refund at most 75%, depending on your income. you earn more, you get less refund.
one guy I know got it in 14 months, my friend got it in 16 months, I got in 22 months.(we all apply in hull) in comparison with the people who apply in ontario, I know 3 got it in 6 months, 2 got it about a year. most of them apply later than me.
