我的意思是只取 T=100 做为唯一答案。因为此时DWL最小，换句话说，税收所带来的负效应达到最小化。政府通过税收收入，当然还有其他财政收入来维持整个社会机器的运转，从而使消费者及生产商乃至整个社会达到效益最大化。你可以通过画坐标图看出来，此时三角区（DWL）最小，消费者得益+税收+利润是最优的。

是否应考虑T=100呢? 因为作为政府来说, 不光要考虑税收收入, 还应考虑社会整体效益, 应尽量使social cost of the tax最小化。
