政府真的在裁员吗？

得到了，但还不是 “surplus“，要经过竞争后，才决定这20％要走的人到底是谁。

2)in the coming year, she have high priority to apply other position in government if there is any opening;

基本上联邦政府都是这个过程。领一年工资然后找工作，还要看在政府工作多少年领多少补偿。总体来讲，机会很多，拼掉20％就赢了。顺便说一句，这个英语看起来有点怪异啊，she are...,she have....,(she is... she has...)，得罪莫怪。祝你夫人顺利过关

There are three options of "Surplus" , you only listed second which is Surplus without guaranteed offer.
First Option is Surplus with guaranteed offer if they believe your skill is still needed or you could be retrained. In 12 months they would offer you a similar or lower position. If you refused the offer, you would be laid off. There is income guarantee so your pay would not reduce even if you are offered lower position. I know some one at last round of cut for 1995 were doing cs2 job but at cs3 pay.
Third one is you would be at leave without pay for two year with 10000 of education grant. You still has the priority of position within two years. This option is good for young people.

联邦政府计划裁19，200人，按两个人留一个的比率会有约4万人收到受影响（affected）通知。其中一半在首都地区，应该是约两万人。首都地区大概是13万公务员，就是约16%受影响（每六个人有一个受影响）。

首都地区共有一百三十万人口，在工作年龄段的大概是一半六十万人。有一万联邦公务员被裁失业率会上升1.6%。当然有一些愿意提前退休的可以帮助一些被裁的保住工作，但考虑省政府也要裁员，联邦政府减员对首都地区乃至整个安省的影响都应该是很大的。

对于在政府工作的人来说，看到自己所在的部砍掉了5-10%，觉得已经很多了。即使没有被裁，也很同情那些默默哭泣的同事们。
对于不在政府工作的人来说，砍掉90%，怕都不嫌多吧？

my wife is a government employee and she is not lucky to got notice last week and she is in "affected list" now.

对你wife的遭遇深表同情, 再一次呼吁受影响的中国人登陆到 Treasury Board 的 www.gcforums.gc.ca (publiservice access only) 的 Alternation forum. 这个Forum是为愿走的雇员及受影响的雇员提供个交换信息的平台. 其实愿走的 Employees 挺多的, 发现中国人在那post信息的不多. 像你wife这种情况越早越易找到愿交换的对方, 不须等到一个月后在"surplus list"中再行动.

裁员是不论实干吃苦与否的。竞争的一大部分是人际关系。
未来一年半，政府不大可能到公众招人了。裁掉的都消化不了。
