how to use Gmail to call within canada

Somebody told me that I can make phone call with Google (Gmail). Anybody knows how to call within Canada? I do not have Gmail account, and I am in Canada. Thanks.

1. After create a gmail account, log in it;
2. At the bottom of the left panel, there is an icon of phone. Click it then dial the number within Canada in a small panel similar to a calculator, e.g. 16137778888;

I tried this using a laptop with built-in mic and speaker. It is good and free.
