求助：computer can't be start

I can't start my computer. Even I chose restart repair, I can't resart it too. What I should do? Pl help.

如果有启动盘，用启动盘启动，然后选SAFE mode，。。。

什么电脑啊， 手提，台式， MAC?WIN7/WIN8/VISTA OR WIN98?
