Does anyone know any Chinese doctor who accept new patients in Barrhaven.

Dr. Wu at RVHC has already stopped accepting new patients.
Maybe try Dr. Cheung? He does not speak Mandarin but can understand a bit of writing. Not sure if he is still accepting new patients, either.
