[问题]Can I arrive in Ottawa arround May 11th to take part in the tulip festival?

Just curios, 'cause it is said Ottawa will be very crowded during Victoria Day, so i would like to come to Ottawa a week earlier, am I too early for the tulips?

if it is your first time come to ottawa,not too early,the best time is 16-18 i guess,depend on the weather
