60%是从2008年金融危机到2011年经济开始恢复期间增加的。在经济危机和萧条时期，政府增加spending，扩招，拯救经济，帮首都地区失业码工度过难关，这没有什么不对。中国政府魄力更大，小温大笔一挥就是4万亿。

危机过后经济开始恢复，私人企业开始大量招兵买马。政府裁员，勒紧裤带缩紧开支，平衡预算。

我和西人同事聊过政府工sick leave bank的事，他们的反应是政府工ridiculous.

如此推算一下啊，渥太华有15万的话，联邦政府工大概有25万--30万吧，再加上省，市，镇各级政府的人员，也得有个20万到25万吧，占总人数的15%-17%是各级政府人员。老人小孩残疾，无工作能力，无业的，拿救济的占50%，30% 养活 70%。耶！！
