疑为间谍：华裔张海燕无望再做公务员
加拿大联邦枢密院一名华裔前高级分析员张海燕，因被怀疑对加国“忠诚度”以及为中国政府搜集情报而于2003年年底遭解职，此后她曾经申请加入本国其它联邦政府部门均遭拒，最后申请联邦法院司法复核结果遭驳回。联邦法院裁定，张海燕在遭解雇事件中并没受到不公平待遇。这项判决，等于宣布张海燕将无望再担任加国联邦公务员。

据张海燕个人简历介绍，张海燕1963年生于中国大陆的兰州 ，1979年考入兰州大学，是兰州大学外国语学院水天同教授的首届硕士生。

毕业后于1989年成为新华社的第一位驻外女记者进驻开罗。
后来她嫁给一位加拿大人，于1995年移居加拿大，创立一个名为Chinabridge Communications的谘询机构，并获得了渥太华大学经济管理学硕士学位 。
1999年获得加拿大公民身份 ，2002年成为加拿大政府部门雇员，最开始在加拿大工业部工作 。2003年2月，被雇佣为枢密院（Privy Council Office）的高级分析员。
2003年8月，在加拿大安全情报局进行安全调查之后，被枢密院解雇。2005年，在秘密听证后，情报审查委员会（Security Intelligence Review Committee）支持加拿大安全情报局做出的将张海燕从枢密院辞退的决定。
张海燕申请联邦法院司法复核于近日遭驳回。

The demand for Chinese visas has grown rapidly in recent years. Whether a visa is to be issued or not to be issued, and what type of visa to be issued as well as its period of validity, number of entry and duration of stay shall be decided by the Chinese Embassy in the light of China's relevant laws and regulations.
