我是看了下面的帖子后上来发问的，因为这两天我也要寄。

(ZT) 给国内的朋友寄了个包裹，用的USPS。别的东西都到了，就是一盒西洋参不见了。今天
收到US Fish& WildLife Service 的一封信，大概意思是说属于违法行为，Failure to
comply with requirements for trading internationally in roots of American
ginseng. Specifically, attempt to export a CITES plant without the required
CITES export permit. 还说怀疑我有商业用途。也许是因为我写的是朋友工作单位的
地址？？然后告诉我我可以做的是：
1. abandon，填个abandon form 然后政府就没收我的西洋参
2. take no action， 规定期限没收到通知，三个礼拜后还是要没收
3. Petition for permission，我要交三份 notice requesting remission of the
forfeiture action to to this office，然后暂时不没收，等待 a decision by the
Regional Solicitor concerning the petition for remission
4. file a seized asset claim，我要交三份Seized Asset claim form, 结果就是
This forfeiture action will be submitted to the US Attorney's Office for
filing in US district Court as a civil Judical Forfeiture Action。是说要打官
司？？？
还特别注明，就算我abandon了政府没收了，还是可能有potential liability for
civil penalty assessment. 同时storage的费用也要包括进去。唉。
求助！！！当初寄包裹的时候要填关税表，我也没多想，就老老实实都填了。没想到一
盒西洋参搞出这么多事。
