Insulation problem

Just found out that the builder did not put insulation material in some of the attic area. The home is more than seven years old. Can I still ask the builder for a fix?
Any advice is much appreciated.

We did it by ourself. Bought insulating materials from the lowe and rented a blower. The lowe delivered and pick up the blower.
