官方定义
为了适应工作中的需要，国务院侨办等有关部门对上述概念做出了具体解释：
一、华侨
是指旅居在国外的中国公民。
（一）“旅居”是指中国公民已取得住在国长期或者永久居留权，并已在住在国连续居留两年，两年内累计居留不少于18个月。
（二）中少于30个月，视为华侨。
（三）中国公民出国留学（包括公派和自费）在外学习期间，或因公务出国（包括外派劳务人员）在外工作期间，均不视为华侨。
二、外籍华人
是指已加入外国国籍的原中国公民及其外国籍后裔；中国公民的外国籍后裔。
三、归侨
是指回国定居的华侨。
（一）“回国定居”是指华侨放弃原住在国长期、永久或合法居留权并依法办理回国落户手续。
（二）外籍华人经批准恢复或取得中国国籍并依法办理来中国落户手续的，视为归侨。
四、侨眷
是指华侨、归侨在国内的眷属。
（一）侨眷包括：华侨、归侨的配偶，父母，子女及其配偶，兄弟姐妹，祖父母、外祖父母，孙子女、外孙子女，以及同华侨、归侨有长期抚养关系的其他亲属。
（二）外籍华人在中国境内的具有中国国籍的眷属视为侨眷。
