Is the city of Ottawa has the standard of health for the neighbourhood

My neighbour put their green bin outside between the two house, the outside of greenbin has lots, lots, lots of flies' eggs, they crawl to my drive way and dig lots of holes in the dirt of the side of drive way.It is so disgusting. I am wondering is the city of Ottawa has the policy to keep the neighbourhood's health? If they have, I may report. Thanks!

Of course. But they are not at home. Actually we are not happy to them because at first they put the AC on the side of the house, we complain about it to them because the two house is so close, it is less one meter, when we study at den it is so annoying and it keeps running, we asked them to move it but it doesn't work and we already reported to the city last year, after that we installed ours on the same side, anyway we can't use the den to study anymore. If they move the AC, we already decided to installed ours at the backyard.

都这样了，也没啥好说的了。。。

他们要是不在家，就自己买点药喷喷，或在green bin上撒点bleach，估计就像空调一样，city也管不了
