緊急求助: Internet Explore or Chrome

Please help!! Since yesterday I have some trouble logon to certain websites. The error message I got was the website is not responding, including CFC.

I am running IE 11 version 11.63.1053. Sometime I also have the same problem with Chrome, especially if IE is running at the same time.

At first, I thought I should do a restart and the problem would be resolved. It did not work. I deleted all the cookie and history and still had the same problem. I thought it was compatibility problem so I added the website, did not work either. I am running out of options.
