Rising flood waters have led to a torrent of road closures and school and work cancellations in the region on a cold and miserable Monday.
After a dusting of snow overnight – 0.2 cm according to Environment Canada – Monday is forecast to be cloudy, with a 60-per-cent chance of flurries or showers and northwest winds at 20 km/h gusting to 40 and a high of 3 C.
The Western Quebec School Board has closed all Aylmer, Hull, Gatineau, Onslow and Chelsea elementary, secondary schools, and academic and vocational training centres for the day.
The federal government has told employees to stay home Monday if they travel to work via interprovincial bridges or work in buildings in Gatineau, which will be closed.
The City of Gatineau announced Monday morning it would close most municipal buildings, including city hall, except the municipal court, service centres, libraries and sports centres and tell employees to stay home.
The STO announced that buses would be free in a bid to stem traffic.
The westbound lanes of Highway 50 remains closed between Boulevard de La Gappe and Rue Montcalm while the eastbound lanes are closed between Rue Montcalm and Highway 5 with a detour via Boulevard Maisonneuve.
Traffic was restricted to one way on the Alonzo Wright Bridge, allowing vehicles to travel from Gatineau to Chelsea, but not the other way.
The city of Gatineau announced Monday morning that 443 buildings have been evacuated and 794 people have been evacuated, including 763 people receiving help from the Red Cross. Since April 18, more than 319, 000 sand bags have been distributed to citizens, the city said.

On the Ontario side, flooding in Cumberland, Constance Bay, Fitzroy Harbour, Dunrobin, MacLarens Landing and Britannia has resulted in a string of road closures, the City of Ottawa reports, including:
•Trim Road is closed at Petrie Island
• Boise Lane is closed between Morin and Armstrong
• Leo Lane is closed at the end of East Shore Lane
• Cameron Road at Ferry Road Lane
• Doris Currie Road from Bayview Drive to Fireside Drive
• Ray Wilson Road Bridge is closed
• Ashton Station Road is closed between Malloch Lane and Copeland Road
• Bayview Drive is closed from Len Purcell to Len Purcell
• John Aselford Drive between Edith Margaret Place and Marchurst Road is reduced to one lane of traffic
The water levels on the Ottawa River are expected to peak sometime Monday, or Tuesday at the latest, Ottawa Mayor Jim Watson told CFRA radio on Monday morning.
He praised the volunteers helping out in Constance Bay, saying thousands of meals were served by volunteers. The Salvation Army and the Red Cross are helping out.
The Ottawa River at Cumberland is expected to reach a peak sometime Monday, said the Rideau Valley Conservation Authority.
The temperature is forecast to dip just below zero overnight.
Tuesday is expected to be cloudy with a 40 per cent chance of flurries or showers, a high of 4 C and low of -1C.
Wednesday is the bright spot with a mix of sun and cloud and a relatively balmy high of 10 C.
Typical temperatures for this time of year would be a high of 17 C and low of 6 C.
