Ice accumulated on gutter

Can anyone tell me the reason for the ice accumulated outside of the gutter? This section of the gutter is located between the roofs of second floor and garage. I am sure no blockage from fallen leaves as it was installed in last winter for a brand new house. Same issue happened in last winter too.

@jj23 and @brake rotor, thanks a lot for all your response. I am dealing with them as the contractor thinks the reason is the ice dam from garage roof.
