The City of Ottawa’s Planning Committee today approved an application to alter the former Grant School, a heritage property at 2720 Richmond Road in the Britannia neighbourhood. The applicant plans to redevelop the vacant building as a Francophone community centre.
The work requires partial demolition of the existing rear addition and complete demolition of the annex building on the site, neither of which is a designated heritage property. A glass corridor would connect the heritage structure with a new two-storey building planned for the site. The applicant would also add an elevator to the east façade of the heritage structure to make it accessible.
The Committee received the 2017 Annual Report pursuant to the Building Code Act. To help bring down reserve funds, the City reduced building permit fees in 2016 and 2017. As expected, for the second year in a row, the report indicates a considerable reduction in the balance of reserves at year-end.
Building Code Services will continue to monitor building application activity and recommend changes in the 2019 budget to ensure the City maintains an appropriate minimum balance in its reserves.
The Committee approved several applications that could result in new residential developments across the city. A mix of townhomes and a low-rise apartment building is planned in Barrhaven, between Greenbank Road and Jockvale Road, north of the Jock River. Plans were also approved for back to-back townhouses and a new community centre in Cumberland’s Cardinal Creek Village subdivision.
In December, Council established the Planning Advisory Committee, a body to advise the Planning Committee about the policy priorities and annual work plan of the City’s planning department.
The Planning Committee approved appointing the candidates nominated by a selection panel to the Advisory Committee. The membership would include residents from across Ottawa, along with community and business association representatives, and professionals from the development industry.
City Council will consider the membership of the Planning Advisory Committee at its meeting on Wednesday, March 28, along with another item on the membership of a Development Charges By-law Review Councillors Sponsor Group. All other items approved at today’s Planning Committee meeting will go to Council on Wednesday, April 11.
