小区路边的City的草地属于highway 吗？小区City管理的道路属于highway吗？

the City of Ottawa Use and Care of Roads By-Law 2003-498 you will find the definition of “highway” which states:


"highway" means a common and public highway and includes any bridge, trestle, viaduct or other structure forming part of the highway, and except as otherwise provided, includes a portion of a highway; and includes the area between the lateral property lines thereof;


As per the definition, a highway is from property line to property line.

按照上面的解释：是不是自己家的property line 以外所有City的property都属于highway？

Highway 在这里指的是中文意义上的“公路“、“马路”，在北美有些地方指的是中文意义上的“高速公路”。这里的居民区道路是公路，显然不是指高速公路。

没什么大问题。就是City 铲雪建了个snow bank 堵了driveway；我邻居弄不动，就把冰雪推回街上；我说是不是City应该帮忙铲一下，她去查bylaw说是City 可以不管；转给我的内容却是highway的。我理解不了。

driveway是自家的property, city 当然不管啦。他推到你家driveway, 你可以打电话请他们来清理下，有时真得会来。你要整齐地推到路两侧，也不是不行，只要不影响交通就可。跟highway没啥关系。
