Are you a landlord in the city of Ottawa? Did you know the City has made substantial changes to its rent supplement program to the benefit of landlords?
In the past few years, the City has increased its rent supplements by a substantial amount. Today, the new price ranges for supplements from range from $1,182 to $2,095 a month depending on the household size.
So how does the program work?
The Rent Supplement program secures units in private rental housing communities to provide affordable accommodation to eligible low- and moderate-income households. Currently the City has about 3,500 units in use delivered by over 120 private and non-profit landlords across Ottawa.
If you are interested or have a unit, the Rent Supplement staff meet with the landlord, and view possible units for the program. New units need to be in good condition, and meet current industry standards with normal turnover maintenance and repairs completed. All units that are new to the program must have a rental fee in line with the rents that are being charged to new private market tenants in the building or the surrounding area.
The landlord has the option of entering into a one-time rent supplement agreement or an ongoing agreement. Once an agreement is in place, the landlord contacts the Rent Supplement office to advise of an upcoming rent supplement. After a referral, the landlord meets with the interested renters to view the unit to determine household suitability for the unit and to sign a lease.
Tenants pay their share of the rent directly to the landlord, and the Rent Supplement office pays the balance, the subsidy, directly to the landlord. An account reconciliation is done with each landlord on a regular basis to ensure subsidy payments are correct.
Each rent supplement is attached to the unit and therefore cannot be transferred if the tenant wishes to move to another location/unit.
Other benefits
Since the Rent Supplement office refers eligible households, the landlord does not need to market the vacant unit. In fact, the City will pay up to two months of rent while the rent supplement unit is vacant. This provides landlord with secure, predictable and timely payment of rent on these units.
If units suffer from undue beyond ordinary wear and tear, the City will pay for reasonable costs after the landlord has made every effort to collect the costs from the tenant.
