Premier Doug Ford ’s government is making the mayors of Toronto and Ottawa even stronger in a surprise move that dramatically undercuts the power of recently elected city councillors.

Article was updated 31 mins agoPremier Doug Ford’s government is making the mayors of Toronto and Ottawa even stronger in a surprise move that dramatically undercuts the power of recently elected city councillors.Municipal Affairs Minister Steve Clark on Wednesday introduced “strong mayor” legislation allowing those mayors to force passage of bylaws that align with provincial priorities “if more than one-third of council members vote in favour.”
That means Toronto Mayor John Tory will be able to enact some policies with the support of far less than the simple majority required now of the 26-member council comprising himself plus 25 councillors.That gives the mayors more power, and further sidelines councillors, than the strong-mayor system previously announced by Clark. It would have allowed Toronto and Ottawa mayors to override council decisions on issues deemed provincial priorities with the support of two-thirds of council.
