console help needed

Can someone tell me how to do input in console?
I saw people writing in console but could not figure out how to do that.

After pressing ~, I am in the console, then how to write? I tried, but can not see anything, is there command needed?

After you press ~, do you see half the screen coming down?
If so, you can start writing commands such as "name abc" or "votemap 2" etc.

If you don't see anything happen after you press ~ then you need to go to the shortcut icon that you click on to go into CS, right click -> properties, change the Target to "...\Sierra\Counter-Strike\cstrike.exe -console"

WHat command is used for writing? i.e if I wanna write "hello" to someone, how shall I do to make it to the screen?
