yes. For desktop. Not the content, but the background.

this is impossible, you cannot make the visitor's browser transparent via html.

No visitor though. Just make a page, so that I only keep the words in the page visible, and the background to be transparent, so that I can see my computer's wall paper.

use C++ make your own builtin broswer, then everything will be settled

Check your video card driver. NVIDIA card drivers can make application windows transparent under Windows 2000 and above. Not sure about ATI cards.
