As far as I remember,
Go to City Hall in Downtown and pay $75 fee, fill in the form and let them know where and when to hold the Marriage ceremony.
Then, find an official person to hold the ceremony for you, and will need two witnesses (someone knows about you and your spouse) during the ceremony. Three months after, you can apply for the marriage certificate.
