Yes, in order to continue getting OSAP, you MUST remain an Ontario resident. The question now is whether you can do so. If you are a dependent child with your parents living in Ontario, you can remain an Ontario resident as long as you are a student. All you need to do is to contact OHIP to fill out a form so that you keep the Ontario health benefits. Also, be sure that you file the Ontario income tax each year.
Similarly, if you have a spouse in Ontario, it's also ok.
If you came to Canada alone, you will now have no attachment whatsoever with Ontario. You will then lose your Ontario resident status. I believe you can still obtain OSAP for up to 12 months (after you leave Ontario).
I have never applied for Quebec student loan before but remember other people posted messages here before. If I remember correctly, in order to qualify for Quebec student loan, you need to live in Quebec for 12 months but CANNOT be a student during this period. So, if you lose your Ontario status, you are stuck!!!
