There are many places to go even in the winter
I have lived in N.F. for 10 years. So many places to go even in the winter ... go to visitor's information and ask them.
I highly recommend green house in the winter, it's so beautiful with spetacular flowers, pretty birds, turtles (in the summer there are extrodinary flower/plant sculptures outside the green house). It is free in winter weekdays.
Butterfly conservatory is the biggest place to see live butterflies in north america. The ticket is around $8-10/person.
Before new year there is "sight and light festival" (not sure the exact words) and you can ask visitor's information at N.F. nd they have the brochure and schedule for more events. The main attraction are the lights along Niagara river and you can drive to see.

most tourists are gamblers. And in winter season the inn hotel is very cheap.55 for one night. And the motel is 150 for one week. Pretty good price if you want to continue gamble for 3 or 5 days.

If you want to go to Casino, follow the Casino "Park & Ride" sign along highway, and it is free. Then take a shuttle bus to Casino. On the way back, you need to obtain an "Adventage" card, and it is also free.
Clifton Hill is fun. Just walk out of Casino back door and walk along the streets. So many fun stores and places to watch. The burger king there is the busiest burger king in north america in terms of sales.
Imax theatre is another place to go. Normally there is a show for the adventures for the falls.
