1. Law is the standard for everyone and it can give people equality and fairness, so usually happiness and efficency are followed after obeying the law.
2. That is natual for you to mention the morality here, because they have very close relationship to each other. However, your sequence here is inverse, the morality is not higher level than the law.
3. Based on my personal knowledge, in western world, most laws are established after very carefully considering and studying the morality first and make sure the law will not conflict the morality of most people. So, most laws are based on the morality.
Thus, if one obey the law, in most cases, then one could not easily violate the morality.
4. Just because different people have different standard or thinking for morality, you can imagine what would happen if people use it as rules for their behaviors in the real life----mess.
