It is not easy to set up a good secondary language environment when a person lives in his/her own ethnic community and interacts with his/her own ethnic group.
It is also very important to strengthen the skill of secondary language for many reasons we are all aware of.
If you are OK with the life style of local people and make good friends with them, then you will have natural opportunity to train the language skill. Because of the culture difference and other barriers than language, this approach does not work for everybody. After all, we are shy and introvert, and our built-in values regarding spending, friendship and so on are quite unique.
Try not communicate with your intimate significant one in mother tongue. It might be weird at the beginning but you two will get used to it very quickly(say, one or two months?). When you both communicate with each other in secondary language(English, French, Italian, Spanish, doesn't matter) but not mother tongue such as mandarin or cantonese, there will be a lot of confusion at the beginning and also you two learn bad language habits from each other. But that is fine. The most important thing is to express and respond in local language as fast/fluent as you can. Accent, grammar error and funny epxression, all do not matter and they will not really impede the progress you are making.
I am trying to find the best/quickest way to improve too. Guess gossiping too much in mother tongue will definately not work for this goal.

That's true. However, I do not think that you can learn a langauge without learning about the culture. A trully bilingual/multilingual person should have internalized the cultures of the languages he or she speaks. There is no other way. If you want to speak English well, you have to become at least a little bit more British, American or Canadian, etc. in your outlooks and values. This is also exactly the problems why local anglophones cannot learn French well.
