因为电费涨钱，政府退回一些补助，有人收到么？

听我朋友说1月份退回了200左右，但我一直没有收到，
我朋友的那封信找不到了，所以找不到联系方式，
有人收到过么，能不能告我一下电话，我打电话问问

This 能源（取暖）涨价补贴 is from the federal government for low income working families (own houses) and is the same for residents in any province.

Doesn't matter if you have a house.
