The head of the Senate's national security committee has criticized the competence of Transport Canada, saying the country's airports are still vulnerable to attacks.

Senator Colin Kenny said new airport security restrictions banning all liquids and gels from carry-on luggage do not go far enough.
The new measures were introduced in response to an alleged plot to blow up commercial flights to the U.S. from Britain using substances carried on board in hand luggage.

Kenny said officials should scrutinize airport and airline employees. Baggage handlers, caterers and maintenance crews, he said, can bring whatever they like on airplanes without being checked.
"The front door is firmly bolted and the back door is ajar and the windows on each side are wide open," Kenny said.
Kenny said Transport Canada has not addressed his concerns, which he said he brought to the agency nearly five years ago.
"We're not sure Transport Canada has the competence to do the job, given it has taken so long to move on these very simple features," he said.
Federal Transport Minister Lawrence Cannon said the Conservative government is doing all it can to make Canadian airports safe.

"We are doing what it takes," Cannon said. "We are putting those additional layers of safety and security."
Until Thursday, Canada only placed air marshals on flights to Washington, D.C. But senior Canadian officials announced yesterday that they will also put air marshals on all flights from Toronto to the U.K.

The Canadian Air Transport Security Authority issued new rules effective on Aug. 10 after British police announced a plot to bomb commercial aircraft from Britain to the United States. The rules will affect you if you're flying from any Canadian airport, including on a domestic trip. You can take carry-on luggage but it can't contain any liquids or gels, including:

* All beverages.
* Shampoo.
* Suntan lotion.
* Creams.
* Toothpaste.
* Hair gel.
The exceptions:

* Baby formula.
* Breast milk in bottles.
* Juice for a baby or small child.
* Prescription medicine with a name that matches the passenger's ticket.
* Insulin.
* Essential non-prescription medicine.
Put all liquids and gels in checked baggage. If you're boarding a flight to the United States, you'll be asked to take off your shoes for screening. If you can't take off your shoes because you have a disability or are elderly, security officials will check them with detection equipment.

Transport Canada has directed all airports to increase security measures. These regulations include restrictions on the purchase and consumption of liquids.
Passengers are not permitted to carry any liquids or gels in their carry-on baggage or through security, including canned or bottled beverages, creams, lotions, toothpaste, hair gel, perfume, and similar items. Exceptions include: baby formula (infant must be accompanying the adult) and prescription medications.
Passengers are being advised to place all liquids in their checked baggage or dispose of them in designated containers.
Retailers located past security are only permitted to sell beverages (such as water, pop, juice, etc.) in an open cup or bowl. These must be consumed prior to boarding an aircraft.
Passengers are advised to give themselves extra time for check-in: 90 minutes for Domestic flights, two hours for U.S.-bound flights, and three hours for International flights. You can help speed up the passenger screening process by ensuring you are not carrying any prohibited items through security.
