health insurance card 免费的么？

几天前收到一封学校老师的信，说是可以拿 health insurance card 了。但是我记得，学费好像没有涉及到这个东西吧？难道是免费的么？
因为信中说到

Please note the following about your health insurance coverage:
- If you drop to part time status, you will automatically be charged for your health insurance coverage
- If you withdraw from the college, your health insurance will be cancelled
- When you graduate from your program, you no longer have health insurance coverage with Algonquin College

所以我觉得这个卡，挺奇怪的~怎么还要跟f或者p有关系呢？
