国内公正件+驾照温哥华这边承认和允许兑换吗？

Nothing could be 兑换. You have to pass both written test and road test. Your only previledge is you don't have to wait a long period for next test like a beginner if you have China drive license.

You can request to take written test in Chinese. However, I doubt you can find a Chinese examiner for road test. Even there is one in the testing office, the testee is not allow to choice to prevent corruptness.

Anyway, you have to learn a few simple word for driving in order to take road test. e.g. "turn left", "turn right", "paralell parking", "change to left/right lane", "back-in", "emergent stop", etc.
