Ask for advice on New House's Foundation

Plan to buy a new house closing in July 2008.
Need advice on:
1. When is the foundation laid down usually?
2. Some people say if the foundation is made in winter, there
will be cracks. Is this true?

During the construction period, if the water accumilate on the site, the water pump has to be placed. After puring the concrete foundation wall, it has to stay waiting for dry in certain days that depends on the type of concrete (the number of concrete).
